New Knowsley VCF consortium

Knowsley Third Sector Consortium

VCF organisations in Knowsley are setting up a consortium to bid for tenders.

A workshop in November was attended by many local service providers, and broad endorsement was secured for the idea of setting up a working group.

This working group of thirteen (which includes Knowsley Disability Concern, Platform 51, and Age UK Knowsley), has now produced a business plan, membership prospectus and identified a legal model.

The consortium will welcome all third sector organisations that can show they are already abe to bid for contracts - or will soon be able to do so. That includes registered charities, other voluntary and community sector bodies and social enterprises. It also include national bodies which can show local commitment.

They plan to establish it as a Charitable Incorporated Organisation (CIO) or as a "company limited by guarantee". It will work on the 'hub and spokes’ model:

  • The "hub" is the centr
  • al infrastructure, paid for through an agreed top "slice" of contract income from the members. The hub will have various technical and administrative jobs, including designing services, writing tenders, managing contracts and quality improvement - for example training for the individual member organisations.
  • The "spokes" are the individual service providers and members of the consortium.
